| Petition Text: | I am an investigator with the Garda Ombudsman and I was placed 4th on a panel run by the Public Appointments Service for a senior investigator position in the Garda Ombudsman in December 2012. 2 positions were offered and taken by internal candidates from the Garda Ombudsman. A candidate who had been 1st had declined the position. This meant I would be offered the next position if one became available.
I was advised by PAS in February 2014 that the panel would remain open indefinitely. I was aware of 2 vacancies in the Garda Ombudsman in April 2014 after the resignation of 2 senior investigators and that they would seek sanction for the positions to be filled.
On 5 September 2014, management at the Garda Ombudsman advised me that following a meeting on 1 September 2014 with PAS staff that the panel was finished after they had sought to fill the vacant positions. I attempted to establish from PAS on 5 September 2014 what had happened to the panel and emailed them. I waited and there was no response. I made a phone call and again waited for a response. Only after emailing the CEO, did I get a response on 3 October 2014 which referred to the process of panels and their timeframe being at the discretion of the CEO. The email contained factually incorrect information on the date the position was advertised and the basis for closing the panel.
PAS have not responded to further emails. |
