Petition Text: | From September 2013 I made a number of individual complaints in accordance with Section 114(1) of the Defence Acts 1954 etc. As I did not receive satisfactory responses from the Defence Forces Authorities, I forwarded my complaints to the Ombudsman for the DF (ODF)under the Ombudsman for the DF Act. The ODF didn't acknowledge my complaints until I made contact with his office by phone. He then told me that he had a policy that he wouldn't consider a complaint unless the DF had produced a report on the complaint and that I shouldn't have sent him the complaints. I was also told that he had discretion over whether he would investigate a complaint or not. Over the last 12 months I have been given any number of reasons as to why my complaints have not been addressed. I believe that I was subjected to delaying tactics. As I write, the ODF will not respond to my emails. 16 months after I submitted my first complaint, they are all languishing in the Office of the ODF and I can't seem to make any progress. The ODF says that he doesn't need any further information from me but he still can't produce a preliminary report, as he should. I believe that I have been given incorrect information by the ODF. I believe that his claim for discretion is either incorrect/misinterpreted, and his statutory independence has been compromised. I petition that my complaints be forwarded to a different Ombudsman for adjudication. |
