Petition Title:Affordability measures of Domestic Irish Water Charges.

Petition Text:That a dedicated department is established within Irish Water to ensure the affordability of domestic water charges to its customers whether registered or not. This department would have the function of engaging with Irish Water customers who submit a request in writing outlining their inability to pay their water charges.The department should deal with all cases confidentially and sympathetically. The Department should propose a payment plan to the customer and in the event of a disagreement on a payment plan accept appeals from customers.An Appeal should be made within 14 days. If a customer should feel they have been treated unfairly, unsympathetically , or wish to submit a further appeal that they should be able to appeal the decision to the Commission for Energy Regulation ( CER ).Decisions made on payment plans should be accepted or rejected by the customer. The Department or the Commission for Energy Regulation ( CER ) should not forcefully impose a payment plan on a customer. If the customer is engaging fully with the departments and the Commission for Energy Regulations ( CER's ) services, They shall not be subject to debt proceedings as they are showing an effort to pay.The Department should then publish a report every 12 months outlining how many people availed of the service and appealed decisions made.
