| Téacs na hAchainí: | We - the undersigned - strongly believe that a directly elected mayor for Dublin would enhance the economic, social and cultural capacity of the nation’s capital city, ultimately benefitting Ireland as a whole.
The Local Government Act (2014) provided for an effective ‘veto’ to a minority of councillors in respect of a public plebiscite on the issue of a directly elected mayor. This veto – exercised by members of Fingal County Council – was responsible for the failure to deliver a public plebiscite on the issue of a directly elected mayor in May.
It is our view that:
• The ‘veto’ provision in the Local Government Act flies in the face of the Government’s action on local government reform, Putting People First. It operates as a barrier to public engagement on this issue.
• Since, when taken together, the overwhelming majority of Dublin’s four local authorities voted in favour of offering a public plebiscite on the issue, the Government should find a way of offering the public a say on the matter.
• The delivery of a plebiscite is an effective opinion poll on the subject of a directly elected mayor, and as such, would enhance democratic engagement and has no binding implications for Government.
We are specifically seeking the Committee on Public Service Oversight and Petitions to investigate the rationale for not offering a public plebiscite on the issue of a directly elected mayor, and to examine how public engagement on this important matter can be facilitated.
