Téacs na hAchainí:Since the early 1930s, Civil Servants have had their civil rights restricted. With some, relatively minor, changes since then, this group of employees, uniquely, is prevented from exercising rights afforded to all other citizens. Not alone are Civil Servants above the grade of Clerical Officer, prevented from standing for election to public office, they are debarred from membership of political parties and are restricted in public comment, even on matters unrelated to their jobs.Restrictions imposed in the feverish political situation of post Civil War Ireland are no longer necessary and are too broad. The PSEU supports the concept of an apolitical Civil Service but opposes the broad sweep of restrictions imposed on Civil Servants. It is not logical, in our view, that, say, an Executive Officer whose job involves the distribution of grants, is prevented from having the same right to public comment as other citizens on matters that are unrelated to his/her job. So, while it is accepted that guidelines/rules are required eg to avoid a situation where somebody in a Minister's office misuses information obtained there or, even, says or does something that embarasses the Minister, this does not require the removal of basic civil rights from all Civil Servants. Numerous attempts to have this issue resolved in IR discussions have failed.
